Building thedigital infrastructureGhana runs on
Nobicel Ltd designs and engineers the platforms government, business and the private sector in Ghana keep their records in — built here, for how institutions here actually work.
Eight sectors,
one engineering standard
- 01Government & public sectorPermitting, land administration, justice, national service and public-fund accountability — systems built to survive audit.
- 02Health & careElectronic health records, claims, and care management designed around the clinician and the patient in front of them.
- 03EducationLearning platforms, school operations and exam preparation for universities, schools and students across the country.
- 04Financial services & paymentsAccount opening, disbursement and reconciliation over the rails Ghanaians actually use — bank, GhIPSS and mobile money.
- 05Workforce & payrollPayroll, statutory compliance, benefits and field-team operations for employers of every size.
- 06Mobility & transportTicketing across operators, driver training and licensing compliance, and fleet operations.
- 07Commerce & marketplacesMulti-vendor marketplaces with real point-of-sale, split settlement and vendor-to-vendor fulfilment.
- 08Media & intelligencePublishing, membership and business-intelligence platforms connecting African and international markets.
An institution is only as good as the record it keeps. We build the record.
A land title that cannot be traced, a patient file that starts again at every visit, a payroll worked out by hand — the failure is never the people. It is the system they were given. Nobicel exists to close that gap: systems that carry the record between the people who need it, prove what happened, and stay fast for the person at the counter.
What we are engaged to do
Product design and discovery
We start with the process as it actually runs — the paper form, the WhatsApp group, the queue at the counter — and design the system that replaces it without breaking the people who depend on it.
Platform engineering
Typed, tested applications built on modern web foundations, structured so a second team can pick them up and a regulator can audit them.
Payments and statutory integration
Money and compliance are where systems in Ghana usually fail. We treat both as core engineering, not an integration afterthought.
Identity and verification
Ghana Card verification, OTP consent and role separation, so the right person sees the right record and the system can prove it later.
Multi-agency and multi-tenant systems
The hard part of public sector software is rarely one office. It is the handover between four of them. We build for that handover.
Support and capability transfer
A system nobody in the institution can run is not a delivery. We train the team that inherits it and document what we hand over.
Our work is shown, not published
The systems we build hold payroll, patient files, land titles and public records. Putting them on a public website would be a poor advertisement for how we treat an institution’s data. So we demonstrate them privately, under agreement, to people with a reason to see them.
- 01Tell us what you are procuringA short enquiry — who you are, the sector, and the problem you need solved. Enough for us to know whether we are the right firm for it.
- 02We reply within one working dayIf it is a fit, we propose a call. If it is not, we say so rather than take up your time.
- 03Mutual non-disclosureWe sign an NDA before naming platforms, clients or architecture. Ours is short, and we are equally happy to sign yours.
- 04A private demonstrationWe walk you through the systems themselves — live, not slides — with the engineers who built them, then follow up with referees and a written capability statement.
Six symbols,
six commitments
Build like it matters
A permit, a payslip, a patient record and a land title are not features. Someone is waiting on the other side of each one, and we build with that person in mind.
Hold the work to scrutiny
We write systems expecting an auditor, a regulator or a journalist to look inside them one day. That expectation makes the work better, not slower.
Protect what we are trusted with
Health records, payroll and identity data carry real consequences when handled carelessly. Access is enforced, actions are logged, and nothing is shared that does not need to be.
Learn from what already works
Ghanaian institutions have processes refined over decades. We study them before replacing them, and we keep what earned its place.
Design for how things really are
Intermittent connectivity, shared devices, mobile money and paper fallbacks are the operating conditions here — not edge cases to be handled later.
Leave capability behind
We would rather train the team that inherits a system than be indispensable to it. Documentation and handover are part of delivery, not an extra.
